Congressional Democrats Threaten to Eliminate PHMSA
Some in Congress have suggested closing PHMSA and dividing its responsibility for regulation of hazardous materials transportation among the modal administrations (FMCSA, FAA, FRA) at the Department of Transportation. One noted that the agency was created "with the idea that we need to have a laser-like focus and more efficiency," but questioned whether PHMSA has lived up to that expectation. Read more...

FMCSA Increases Civil Penalties to Adjust for Inflation
The Federal Motor Carrier Safety Administration increased its civil penalties by the rate of inflation for violations of the Federal Motor Carrier Safety Regulations and the Hazardous Materials Regulations. 80 Fed. Reg. 18146 (April 3, 2015). The adjustments are mandated under federal law and increase certain FMCSR penalties by as much as thirty percent. The notice also implements changes to the HMR penalties as required by Congress in MAP-21. The enhanced penalties apply to violations occurring on or after June 2, 2015.

Rep. Barletta Introduces CSA Reform Bill
H.R. 1371, the Safer Trucks and Buses Act of 2015, would prevent FMCSA from making carrier SMS data available to the public (currently scores from 5 of the 7 CSA BASICs are available for public inspection on the CSA website) until the agency completes a report to Congress. Read more...

Powerful Houston Regional
105 people came to Houston, TX for economic, energy, and business information at the Regional Meeting held on April 7-8. Speakers included Robert Gilmer, director of forecasting at the University of Houston's Bauer College of Business; Bob Blades, the director of Blades International's Houston Port Bureau; and Labor Attorney Don Horton. Attendees were given a special tour of the Energy Center at the University of Houston was a highlight.
