Congress Reauthorizes Federal Helium Program

This week the Senate and the House of Representatives have each passed identical legislation to reauthorize the federal helium program. This eliminates the need for a conference committee as now the House and Senate have passed the same language. Read more...

Administration Delays Full Implementation of Small Business Health Options

On September 26, the Obama Administration announced a one-month delay in the date that the Small Business Health Options Program Marketplaces (SHOP Exchanges) operated by the Federal Department of Health & Human Services (HHS) will be open for small employer enrollment. PHMSA Issues Proposed Rule Prohibiting HM Transportation for Failure to Pay Fines

The Pipeline and Hazardous Materials Safety Administration has published a notice of proposed rulemaking, 78 Fed. Reg. 58501 (September 24, 2013), that would prohibit a person who fails to pay a civil penalty as ordered, or fails to abide by a payment agreement, from performing activities regulated by the Hazardous Materials Regulations until payment is made. The proposal would set forth procedures to require a person who is delinquent in paying civil penalties to cease hazardous materials operations (by any mode of transportation) until payment has been made or an acceptable payment plan has been arranged. The proposal would add procedural requirements to ensure that a person subject to the prohibition is notified in writing and given an opportunity to respond before being required to cease hazmat operations.

Distributors Honored with Safety Awards

Safety AwardTwo GAWDA Distributor member companies received the CGA-GAWDA Safety Award, recognizing the greatest improvement in safety performance over a 5-year period. During the past year, 72 companies participated in the program, covering 564 facilities. Minneapolis Oxygen Company of Minneapolis, MN, received the top honor in the 100,000 or fewer employee exposure hours; Melo's Gas and Gear of Bakersfield, CA, was honored in the more-than 100,000 employee exposure hours.

President Confers Award of Excellence to Dick Couch

Hypertherm President Dick Couch receives the Award of Excellence at the GAWDA Annual Convention in Orlando.At the Annual Convention in Orlando, GAWDA President Craig Wood gave the Award of Excellence to Hypertherm President Dick Couch, who founded the company in 1968 on a patent of water injection cutting. Couch is a named-inventor or co-inventor of 42 patents related to metal cutting technology. In his presentation of the award, Wood noted Couch's fostering of new technology and his dedication to the well-being of associates, as well as the company's focus on sustainability and the environment.

GAWDA Scholarship

Earlier this year, GAWDA Foundation awarded 11 $2,000 scholarships to family members and employees of GAWDA members. During the Annual Convention in Orlando, the board approved 15 more $2,000 scholarships. Applications for scholarships will be available later this month. Please look out for announcements from Headquarters. You can read about last year's 11 awardees and how they plan to use their foundation schdolarships in Welding & Gases Today Online.
